`GET /api/admin/official-apps/nail-art/usage`

## Request

Return paginated job history for one user with presigned URLs.

`user_id` is the Tintin user UUID (matches `nail_art_jobs.user_id`
set at submit time from the iframe JWT). The proxy passes through
pagination + the optional `include_drafts` toggle verbatim.
