`GET /api/admin/metering`

## Request

Get current metering configuration.

Returns _DEFAULTS deep-merged with whatever's stashed in Redis: stored
values win, but newly-added default keys (e.g. when a provider lands)
auto-appear without forcing the operator to hit Reset and lose their
custom rates.
