`POST /api/admin/drip/simulate/send`

## Request

Deliver the chosen steps to the chosen addresses, for real.

Bypasses every audience rule on purpose — the point is to see the mail.
`write_ledger` stays false by default so this never consumes a real
user's one send of that campaign.
