创建支付FM订单（微信/支付宝聚合支付）。

需要登录（Bearer Token）。返回 pay_url，前端渲染为二维码。
支付完成后支付FM异步回调 → TickTest 充值到账。

  - `plan_id` string, required: 套餐ID: basic(¥29) / pro(¥99) / enterprise(¥299)
  - `pay_type` string: 支付方式: tloop(微信) / aloop(支付宝)
