创建 USDT 单次回测支付订单（¥0.50/次）。

流程:
  1. 生成商户订单号: USDT_PERUSE_{timestamp}_{user_hash}
  2. 调用 usdt_service.create_usdt_order()
  3. 写入 payment_orders (payment_method='usdt', order_type='per_use')
  4. 返回收款地址 + USDT 金额
