忘记 Key 恢复 — 降级为网页引导（1.4）。

不再执行吊销+重签，改为引导用户登录 ticktest.cn 控制台管理 API Key。

## Request body

- RecoverRequest: Key恢复 — 验证身份并签发新Token
  - `email` string, required: 注册时使用的邮箱
  - `verification_code` string, required: 邮箱验证码（6位数字）
