`POST /watchlists/{watchlist_id}/theses/{ticker}/baseline`

## Request

Return the cached baseline for this thesis text or build it once.

The cache identity includes the full text hash and prompt version. Editing the
thesis creates a new assessment; reloading the page does not create model spend.
