`PUT /watchlists/{watchlist_id}/digest`

Cadence and local send hour for this watchlist's digest.

Validated here rather than trusted from the client because the delivery job reads
these columns directly: an unknown frequency would simply never match and the user
would get silence with no error anywhere, which is the failure mode this whole
feature exists to prevent.
