`POST /filings/{ticker}/prior-year`

## Request

  - HTTP bearer

Queue ingestion of the prior year's annual report so this ticker can be diffed.

Counts against the onboarding quota rather than the query one: like adding a new
ticker, this fetches a filing from EDGAR and embeds a few hundred chunks, which
is the expensive shape of work that quota exists to bound.
