`POST /v1/webhook_endpoints/{public_id}/test`

Fire a synthetic ``webhook.test`` event scoped to one endpoint.

Inserts the event row with ``delivered_at=NOW()`` so the regular fan-out
pass skips it, then inserts a single ``webhook_deliveries`` row pointing
at this endpoint, and dispatches the worker.
