`GET /api/v1/program-manager/cards`

  - `publicToken` string, nullable: Returned Public token (9 digits, typed as a string to capture initial zeros)
  - `cardType` 'Physical' | 'Virtual' | 'MasterVirtual': Type of card returned. Must be a string representation of the GPS.API.Core.Models.Enums.CardType enum
  - `status` string, nullable: string representation of the GPS.API.Core.Models.Enums.CardStatusCode

- `403`: Forbidden
- `404`: Not Found
- `500`: Server Error
