`GET /admin/analytics/org-download-usage`

## Request

Per-organization free download usage tracking.

Counts only the downloads that are part of the "2 free downloads" bucket
(DownloadRecord.is_trial_download=True) and, if configured, only those at/after
settings.free_downloads_policy_start_at. This matches the runtime enforcement.
