Mark an identity-owned copy as an intentional fork, so it runs again.

The explicit user action TOS-6903 requires: a copy that yielded its slug to
a built-in wins it back once marked. Authority is config authority over
the copy's OWNER (self, or an owner of that agent), the same rule as
installing onto that identity. Idempotent.
