TOS-1981: read this Mind's consolidation_authority (auto | manual).

Same gate every sibling perspective route uses. A missing IdentityConfig
row (never configured) reads as the default 'auto' - same as the
IdentityConfig.consolidation_authority property itself.

Successful Response

- V2PerspectiveSettings: TOS-1981: GET/PUT .../perspective/{identity_id}/settings body. Mirrors ``IdentityConfig.consolidation_authority`` exactly (models/ identity_config.py) - 'auto' (default) lets a freshly consolidated abstraction join ranking immediately; 'manual' quarantines it (lifecycle_status='pending_review') until the owner confirms/dismisses it in the Mind Journal.
