Self-serve Rebuild or Re-read Conversations of a Mind (own or owned agent).

``mode=reinterpret`` (Re-read Conversations, the default) re-extracts via the LLM
extraction pipeline; a decision that cannot be re-applied afterwards comes back
as a Needs Review Item. ``mode=reapply`` (alias ``reconstruct``; Rebuild) replays the stored event
log (LLM-free, instant) and requires stored events (409 if none).

``scope`` (TOS-498, reinterpret only):
  * ``needs_work`` (default) — re-extract only the chats that need it
    (drifted / failed / blocked). Does NOT purge the mind; resets those
    chats' latest episodes to retry-eligible and lets the extraction sweep
    re-extract them. The targeted, cheap path the rebuild dialog uses.
  * ``full`` — purge the whole projection and re-extract every chat.

Caller must own the target Mind (self or active owner of the agent).
Inactive identities are refused because their chats should not be replayed
into a fresh projection. The client must pass back the estimate the user
accepted so a stale dialog cannot start a more expensive rebuild.
