# Unlock Evaluation

Demote a belief out of the non-negotiable 'locked' tier (TOS-1698 P2).

Reverses /lock. A constitutional (profile-derived) belief falls back to the
'seeded' tier so it stays always-on under the soft "from your profile"
header; any other belief falls back to 'none' and competes through the
normal attention package. ``confirmed`` is left untouched - unlocking
changes how NON-NEGOTIABLE a belief is, not whether it is held true. No-op
safe: a belief that is not locked is returned unchanged (204).
