TOS-1733 Phase 1: persist "keep as guess" from the Needs You screen.

Unlike confirm, dismissing at guess-tier does not change the STABLE
confirmed belief set - it only stops this row resurfacing in the Needs
You queue - so no mind_version bump is needed here.

TOS-1981: dismissing a quarantined ('pending_review') evaluation ALSO
releases it to 'active'. Keep-as-guess must release the row into normal
ranking (same TOS-1733 semantics as any other dismiss) - leaving it
quarantined forever would be forget-by-stealth, silently hiding a belief
the owner explicitly chose to keep rather than delete.
