# Pin Evaluation To Constitution

Pin a confirmed belief to the Constitution (TOS-1412, TOS-1398 §2.1).

The Constitution is the ONLY always-on Mind channel; membership is a
deliberate act. This route is the sanctioned pin surface (spec invariant
2: extraction can never set the flag). Only confirmed beliefs are
pinnable - the Constitution read (``list_constitution``) filters on
``confirmed``, so pinning an unconfirmed row would be a silent no-op;
reject it loudly instead so the UI directs the user to confirm first.
