`GET /api/me/provider-keys`

List the caller's provider keys (redacted — never the secret value).

TOS-831: feeds Settings, Model keys (TOS-7119; formerly the folder page's
Keys tab). Keys are scoped to the caller's identity; ``library_id`` tags
which folder each lives in (P3).
