Return the caller's explicitly-set per-conversation mute overrides (TOS-575).

Keyset-paginated (TOS-3280); pass the previous response's ``next_cursor``
to load more. 400 on a malformed cursor.

Successful Response

- ChatMuteOverrideListResponse: A keyset-paginated page of per-conversation mute overrides (TOS-575, TOS-3280). One row per chat the caller has explicitly muted/unmuted - bounded in practice by how many chats someone actively overrides, but with no enforced cap. ``next_cursor`` is ``None`` exactly when no older overrides remain; there is no separate ``truncated`` flag.
