Fetch a single forwarded-call trace.

Visible to:
  - the row's identity_id (direct caller, e.g. PAT or self), or
  - any active human owner of the agent whose identity_id is on the row
    (chat-driven calls write the agent as identity_id; the human owner
    still needs to see their own trace through the chat UI).
