Pause a currently-executing run so its caller can be asked a question (TOS-5382).

This is the reachable end of ``agent_triggers.request_run_input`` in
production: awen-worker's execution loop (where a run's own turn actually
runs, per this module's module docstring) is the one place that knows a
run is ``running`` and mid-turn, so it is the caller of this endpoint, not
awen-api. Locked to the same worker service-account trust boundary as
``/execute`` above; there is no user-facing surface for this because a
caller never sets run status directly - it only ever supplies the answer,
through the A2A ``message/send`` resume path in ``a2a_task_service.py``.
