Adapter-enumerated bindable resources for the picker.

A provider whose adapter cannot enumerate (unregistered channel source, or
one that raises NotImplementedError) is a normal case, not a failure: this
returns 200 with an empty list and supports_enumeration=False so the GUI
falls back to manual external_resource_ref entry instead of erroring.
