Stash bytes for a single file row, marking the row `uploaded`.

Streams the body, refusing anything larger than `MAX_BULK_FILE_BYTES`.
Returns 404 if the row doesn't belong to the caller, 409 if the job
is terminal, or the row is past `pending`.
