# List Recycle Bin

`GET /api/folders/recycle-bin`

List binned folders the caller may restore or purge (TOS-7370).

Every other recycle bin in this repo has a listing surface (agents'
trash, documents' ``?deleted=true``, skills' ``deleted_only``,
organizations' own recycle-bin endpoint) - without one here, restoring a
binned folder needs its id kept out of band (adversarial review P3).

Scoped to the same authority ``_require_delete_authority`` checks per
object: direct admin membership (unaffected by the folder's own
``deleted_at`` - membership rows are untouched by binning, by design), or
owner/admin of the organization that owns the folder. Not reachability
-inherited: a binned folder, by definition, no longer participates in
inherited reach, and an org-owned folder's own membership can be empty
(TOS-7159), so this is a distinct authority query rather than a filter on
``reachable_library_ids_select``.

## Query parameters

- `scope` 'mine', nullable: mine: only folders the caller has direct authority over, even for a platform admin. Omitted: a platform admin sees every binned folder.
