`POST /api/folders/{library_id}/syncs/{sync_id}/run`

Sync now. A stopped GitHub or Google sync is tried again, so this is
also how an owner restarts one after reconnecting. A website sweep is limited
to one per 15 minutes (429 with Retry-After inside that window).
