Flip a member's "learns from this folder" switch (TOS-6954).

Admin-only, or self - the design's explicit requirement that a member can
turn their own learning on or off without needing an admin, mirroring
``remove_member``'s self-or-admin rule. Applies to this folder and every
subfolder the member reaches through it; the reconciler runs synchronously
so the response reflects the post-reconcile membership row.
