`GET /api/directory/identities`

The AI4O tenant's assignable identity directory.

Returns only active, non-deleted ``person``/``agent`` identities that are
active members of ``tenant``. The caller must itself be an active member
of that tenant (403 otherwise; a nonexistent tenant is also 403, so this
never confirms or denies a slug's existence to a caller without access).
