Answer a paused automatic follow-up chain: Keep going or Stop here (TOS-442).

A chain pauses at its follow-up limit with work left and nothing running.
``keep_going`` resumes the same job with a fresh budget; ``stop`` records
that the person ended it. Idempotent: with no paused chain of the caller's
to answer it returns ``{"applied": false}``.
