Import an OPEN linked-data artifact into a brand-new agent (TOS-1348).

Accepts a JSON-LD (``.jsonld``/``.json``) or YAML-LD (``.yaml``/``.yml``)
mind document, or a Vault-LD markdown vault as a ``.zip``. The format is
sniffed from the content; signed ``.tqmind`` transplants use
``/import-mind``. Open artifacts always mint a new agent.
