`POST /api/agents/import-mind`

## Request

Import a ``.tqmind``.

Default (no ``target_agent_id``): mint a brand-new agent owned by the caller.
With ``target_agent_id``: graft the donor mind onto that existing agent the
caller owns - ``mode=replace`` (snapshot then wipe) or ``mode=merge``
(non-destructive union). Defaults to ``replace`` when grafting.
