The complete agent download (TOS-7356): agent.json, AGENT.md, skills,
and the Mind.

The Mind and memory are far more sensitive than the configuration, so they
are included only for a caller with config authority (an owner or
administrator, the same check that gates editing the agent). A caller who
can merely see the agent gets the rest, and the package says what it left
out in ``omitted``.
