Editable param defs for a CANDIDATE model on one operation (TOS-1281 Task 5).

The sheet's `editable_params` reflects each row's currently RESOLVED
model; this endpoint lets the editor re-fetch the same param-def shape
for a model the user is considering switching TO, before committing the
PUT. Same read-visibility gate as `GET .../ai-config` - viewing candidate
params does not require ownership; only the PUT actually assigns.
