`GET /api/agent-data/namespaces/{namespace_id}/export`

Export one database (namespace) as plain SQL (TOS-7350: Download in Explorer).

Same authority as the environment export: the export reads every
subject's rows through the environment's admin DSN, so only the owner of
the environment the database lives in (or a platform admin) may take it.
