The org proxies THIS caller can see, and nobody else's.

TOS-6492 review r2 (P2, blocking): the shared multi-tenant install must
not hand one customer's Agency org metadata (client org names, external
org ids, instance names) to every authenticated caller. Scoped to the two
relationships that make a proxy relevant to the caller: orgs under capture
connections they hold, and orgs they have personally linked. One query,
not 1 + N: join the proxy agent's Identity in the same statement (TOS-4367
round-trip rule).
