TOS-7105: did the proactive resolution-notice program help?

Delivered/read/reply rates come from ``request_resolution_notices``' own
timestamp columns; opt-outs and "any update?" status checks come from
``product_events``. ``status_checks_by_reporter_week`` is tagged
``before_launch``/``after_launch`` against the feed's own
``backfilled_at`` (``unknown`` if the feed has not backfilled yet), which
is the "ask fewer 'any update?' questions after launch" signal.
