`POST /api/admin/identities/{identity_id}/bin`

Move an identity, the folders it owns and their contents to the bin (TOS-3390).

A person's folders inside an organization pass to the organization; the
rest (home folder, personal folders) goes with the person. Restorable
exactly with ``POST .../restore``. Admin only.
