Recent decay stage attempts, newest first (TOS-6762).

Read-only view over ``thinqos.mind_sleep_stage_runs`` where
``stage='decay'``; the sleep-cycle-dispatcher writes the rows. The old
panel endpoint ``/api/admin/jobs/decay/runs`` 404s because that job no
longer exists in the scheduler registry.
