TOS-6617 (TOS-5064 section 9.4): what feeds the platform loop.

The lane counts come from the platform-review job's latest ``job_runs``
result, so a lane the job could not read says why instead of showing a
zero. Also carries last night's headline, the five stage lines, the catch
rate (or that it is not measured) and the open platform findings ranked
by identities hit, then turns hit. A read only.
