One-click "pause sending": freeze the flag's subject identity using the
same outbound-sending freeze TOS-6960 already has (idempotent if it is
already frozen). This is the only mutating action this ticket adds, and it
only ever pauses future sending; it never moves, reverses, or touches an
existing transfer.
