`POST /api/admin/agent-eval/runs/{run_id}/cancel`

Force-terminate a queued or running run right now (TOS-2992).

Distinct from the automatic self-heal on `POST /runs`' 409 (which only
reclaims a run whose LEASE has already expired): this is the escape hatch
for an admin who wants a genuinely wedged - or simply unwanted - run gone
immediately, whether or not its lease has expired yet.
