Open (anonymous) registration for MCP clients that are not in the static registry — local CLI/native hosts that bind a loopback callback. Issues a PUBLIC client only: no client_secret is ever created, token_endpoint_auth_method is always "none", and scope is always "management". Rejects http redirect_uris on non-loopback hosts, wildcards, fragments and userinfo.
