`GET /api/screening-questions/library`

## Request

Get all screening questions available to the organization.
Includes system defaults and organization-specific questions.

## Query parameters

- `category` string, nullable: Filter by category
- `include_system` boolean: Include system default questions
- `include_inactive` boolean: Include inactive questions
