`POST /api/job-roles/extract-competencies-from-file`

## Request

Extract competencies from uploaded JD file (PDF/DOCX) using AI

This endpoint allows extraction BEFORE saving the job role.
Upload a file and get competencies back immediately.

Parameters:
- extract_jd_text: If True, returns full JD text along with competencies

Requires: admin or recruiter role
