`GET /api/interviews/available-skills`

## Request

- Base URL: `https://api.thebetterhire.ai` (the document declares no server; this is the origin it was published from)
- URL: `https://api.thebetterhire.ai/api/interviews/available-skills`
- Auth: HTTP bearer

Runnable specialist skill rounds (id + display name) for the schedule form.

Only skills with a RUNNABLE module — the library may list a skill (for the
recommender) before its assessment module exists; those aren't schedulable.
Defined BEFORE `/{interview_id}` so FastAPI doesn't treat "available-skills"
as an interview id.
