Generate AI-powered interview preparation questions.

Phase C: this endpoint is now a thin adapter over
`core.question_bank.prep_runner.run_prep_generation` so the same
generation logic powers both this manual trigger and the post-round
auto-trigger that fires from the screening / brain / human pipelines.
Side effects (interviews.prep_questions persist + bank push) live in
the runner.
