Fetch the candidate-safe coding problem for this interview's
coding SKILL round. The FE polls this every few seconds while in the
call; the editor opens automatically the moment this returns 200.

204 means "no editor right now" — the FE stays in voice mode.
Independent 204 paths:
  - The interview has no job_role_id attached.
  - interviewer_type != 'brain'.
  - The interview is not a skill round (metadata.skill absent).
  - The round's skill has no `tool="code_editor"` stage — product_sense,
    system_design and the other five non-coding skills never get an editor.
  - The brain is not yet at the intro / code_editor tool stage.
  - The codeval sandbox preflight failed (fail-before-hand-off —
    candidate never sees a broken editor).
