Terminal event for the candidate's attempt in a coding SKILL
round. Assembles a BrainSignalEvent via codeval `/signal` and
delivers it to brain `/internal/brain-signal`, where it lands on
`SessionState.specialist_events` (SkillStrategy advances the
code_editor stage on it; the judge scores the artifact at
finalize). `activity` is forwarded opaquely to codeval; the brain
never sees it.
