Volume / prepaid-pack interest from the billing 'Talk to us' overlay.

Each is a support request (type='volume') stored in user_feedback
(context='support:volume') plus an inbox email. This lists them in-app so
staff don't dig through the inbox. Internal-staff only (404). Read-only.
