Skill catalog — every specialist skill in the system with its full rubric,
stages, curveballs/hints, and library signature. Doubles as the review surface
for expert rubric sign-off (1b). Internal-staff only (404 otherwise). Read-only;
reads the in-process skill registry (no DB).
